# Agent instructions

Read `BUILD-RULES.md` and `PROJECT.md` completely at the start of every turn.
`BUILD-RULES.md` controls the working method. `PROJECT.md` controls the current
project intent, truth, boundaries, evidence, and next human gate.

Repeat the mantra and issue the required start-of-turn receipt. Report whether
any stale or superseded information was used. Do not treat prior conversation,
memory, or repository history as authority when the Markdown contract differs.
